HON’BLE PRESIDENT HAILS CSCs FOR LAST MILE DELIVERY OF DIGITAL SERVICES ACROSS THE COUNTRY

While addressing joint session of the Parliament on January 29 Honourable President of India Shri Ram Nath Kovind praised the Common Service Centres for ensuring effective and efficient delivery of digital services in remotest parts of the country.

During beginning session of Budget Session 2018, Honourable President while addressing joint session of Lok Sabha and Rajya Sabha said that, “There are 2.70 lakh Common Service Centres across the country, providing digital delivery of different services in the remotest areas of the country at very nominal cost.”

Hailing the Government’s initiatives to provide different services in Rural India, He added that, “This government has taken a number of steps to ensure that the benefits of various schemes must reach to last person of the society.”


HON’BLE MINISTER INAUGURATES “STREE SWABHIMAN, CSC SPV’S UNIQUE INITIATIVE FOR WOMEN’S HEALTH & HYGIENE


Union Minister for Electronics & IT and Law & Justice, Shri Ravi Shankar Prasad inaugurated “Stree Swabhiman: A Unique Initiative by CSC for Women’s Health & Hygiene” on January 27 at Siri Fort Auditorium in New Delhi.

While inaugurating the initiative Hon’ble Minister said “CSCs will occupy a prime position in the transformative story of India. Today, people from poor and marginalized communities are engendering change through CSC. CSC is a movement for boosting the confidence of masses in India. I am proud of the fact that more than 45,000 CSCs are operated by women of my country. They are the pillars of Beti Bachao-Beti Padhao campaign (save daughter, educate daughter), started by the Government.”

He added, “Modi government's focus is on women’s empowerment so that women from marginalized communities are brought to the mainstream and are participants of India’s growth story. I am sure that with the help of Women VLEs, Stree Swabhiman project will be able to transform the society by educating women on the issue of women’s health and menstrual hygiene.”

The Hon’ble Minister was addressing around 2000 VLEs mostly women, from across India, especially Uttar Pradesh, Haryana, Rajasthan, Andhra Pradesh, Telangana, Odisha, and Maharashtra.

The Hon’ Minister added that Corporate India should find the relevance of engaging CSC in reaching out to rural India. Talking about the rural BPOs being set up by CSCs in rural India, he hoped that the banking & insurance sector will come forward to engage these BPOs and create employment for rural masses. Hon’ble Minister said that I hope that in next few years, in UN development index CSC will have significant contribution.

The highlight of today’s event was the launch of “Stree Swabhiman” - CSC’s initiative for advancing women’s health and hygiene. Under the initiative, Micro Manufacturing Units are being set up in CSCs across the country for providing affordable and accessible sanitary products close to the homes of adolescent girls and women. The initiative is driven by awareness and personalized outreach by Village Level Entrepreneurs, who produce and market sanitary napkins themselves.

Shri Ajay Prakash Sawhney, Secretary, MeitY, said, “The network of 2.70 lakh centres in India has done excellent work in Tele-Medicine, Insurance, Soil Health Card, Aadhaar enrollment, Digital Literacy, Tele-law, and Skill development. I am very happy to note that today CSCs are getting great opportunity to contribute towards women’s empowerment in India through Stree Swabhiman project.”

While welcoming the participants to the workshop, Dr. Dinesh Tyagi, CEO, CSC SPV said, “India can ensure inclusive growth with women empowerment. Apart from boosting women’s health and hygiene, our Stree Swabhiman’s initiative will also provide employment opportunities to women in rural communities as each facility will employ 8-10 women. In Stree Swabhiman project, we have committed ourselves to set up minimum 6000 units where minimum 10 women will be given employment.

Speaking on the occasion Ms. Usha Sangwan, MD-LIC said, “India can’t achieve inclusive growth without the growth of women. It gives me immense pleasure to see CSC’s focus on rural and women empowerment. LIC and CSC SPV have common agenda of empowerment in India. LIC has offered full support to CSC to make their endeavor to transform rural India a grand success.” Besides providing premium collection to all CSCs, she also extended LIC’s support in enabling all CSCs to work as its agent in rural India.

"We are delighted to associate with CSC's Stree Swabhiman, an initiative towards women's health and hygiene and sponsor 10,000 girls to take care of menstrual hygiene needs. Educating and creating awareness among girls and women in the rural areas on the benefits of menstrual hygiene and easy access to eco-friendly sanitary napkins is the need of the hour. This initiative is in sync with Parivartan, a step towards progress, our Bank's CSR initiative, where school sanitation, particularly aimed towards the girl child is one of the core objectives,” said Ms Smita Bhagat, head - Govt Business & e-Commerce, HDFC Bank. On the event, HDFC also supported “Stree Swabhiman” initiative with Rs 50 Lakhs grant and also suggested that HDFC products will be made available through CSC in rural India.

The Hon’ble Minister also presented awards to 32 VLEs for their contribution in rural empowerment under Stree Swabhiman.







Good News Minimum Order Quantity is Now 50 for LED BULB under UJALA Scheme

Dear VLE

This is to inform you that now you can order a minimum quantity of 50 LED Bulbs (orders to be placed in the multiple of 50) under UJALA scheme. You can now place your order for the Ceiling Fan and LED Tubelight along with the LED Bulb.

For operations kindly refer enclosed process manual.

Major Roles to be played by all VLE’s under this Services:

  • Procurement of UJALA products through Digital Seva Portal.
  • Sale of UJALA products as per the listed MRP.
  • Mandatory entry of the product issuance to each customer. This data will be required to process VLE payment.
  • VLEs who have received stock, have to punch on Digital Seva Portal.

REVISION OF UIDAI PENALTY STRUCTURE ON MALPRACTICE IN AADHAAR ENROLMENT

As per the new OM issued by UIDAI dated 20th June 2017 the following changes/addition have been made to the penalty structure:
  1. The penalty for overcharging or any malpractice being done at any enrolment center has been increased from Rs 10,000 to Rs 50,000 per case reported.
  2. Due to various cases of bypassing the operator biometric capture being reported, UIDAI has decided to impose a penalty of Rs 100,000 per enrolment station found to be bypassing the operator biometric.
The UIDAI guidelines violation could also lead to imprisonment of upto 10 years with the above penal actions. VLEs are advised to follow the UIDAI guidelines strictly to avoid such penalties.

INDEMNITY AND AFFIDAVIT TO BE SIGNED BY VLES

Affidavit and Indemnity bond needs to sign by each VLE doing Aadhaar Enrolment/Update under CSC SPV. This Affidavit and Indemnity holds the VLE responsible for any penalty levied by UIDAI and provided VLEs assurance that the VLE will bear any penalty imposed by UIDAI.

The Affidavit need to be notarized and signed on Rs 10 stamp paper and Indemnity bond on Rs 100 stamp paper. The stamp duty will be paid by VLE and its mandatory for all VLEs to sign this in order to continue working under CSC.

Kindly get the copy of the bond and affidavit from your respective CSC UID coordinator.

1.New portal for VLEs Payment Details
CSC has launched its UID portal (www.cscuid.in) from where VLEs can check their payment status. To log in into this portal a VLE has to use their CSC ID as User Id and Pan Card number as password.
2.Digimail for all queries and Grievances
For all the Aadhaar payment related query and Grievances do write us on mail Id cscuid@digimail.in. (Reply will be given to those VLEs whose queries will come from the digimail.
BENEFICIARIES REGISTERED UNDER THE BASIC COMPUTER COURSE (BCC)
A total of 9272 students have been registered from all over India under the BCC Course. Basic Computer Course (BCC) offers basic computer training to equip a person to use computers in day-to-day life for professional and personal use. The BCC course also enables you to simulated hands-on training with real-life scenarios. It also has a continuous assessment system after every module instead of one-time examination.
Duration of the course is 36 hours and it is open to all. A certificate will be issued by CSC Academy after successful completion of Course.  The course fee Rs. 354 per Student. The VLE will get a commission of Rs. 180 per student.

Urgent ! RAP Registration portal is Live.

Dear VLE,

RAP Registrations has been started.

As you are all aware that Rural Authorized Person (RAP/Insurance service) allows you to sell Insurance Products through Digital Seva Portal once you pass RAP IRDAI exam.  We are only Intermediary that allows RAP licensed VLEs to sell both Life Insurance and General Insurance products through Digital Seva Portal.

It is mandatory for all VLE’s to become a RAP. All VLE’s should register themselves for RAP service and to appear for RAP exam using the below link .

The RAP registration fee will increase from Rs. 350 to Rs 1000 from 1st April 2018. This hike in fee is also applicable on reappear exam.
